After putting on silicone glue at the wires, one video says to run the vacuum pump for 24 hours, another says 15-20 minutes, while yet another says “until pressure has bottomed out.” Which is it?

To seal the epoxy, you should first remove the panels and run the vacuum for at least 24 hours after applying 100% silicone around the wires. The 15-20 minutes mentioned in another video might be referring to a different part of the process, possibly the vacuum test. In the vacuum test, you run the vacuum and freeze components for 15 minutes and then note the mTorr (vacuum pressure) number.
